create <option> values for choosing time in a drop list

wzHourDropList ( array<string|int, mixed>  $fncTimeArray [, string  $fncCurrHour = '00:00' ] [, mixed  $fncTomorrow = '' ] ) : html

Has value in military time format like 13:45 and displays as 1:45 PM

Parameters
$fncTimeArray : array<string|int, mixed>
$fncCurrHour : string = '00:00'

defaults to 00:00 but can pass in earliest time you want to start

$fncTomorrow : mixed = ''
